It's an old release of VLC Remote that supports VLC all the way back to 0.9.10
It is repackaged as a universal release (iPhone and iPad support)

Some things have been removed. Notably, skin support (to allow the universal build) and YouTube support (because Youtube keep changing, and VLC doesn't keep updating old builds)
